Newman from "New Hall", Essex county. A member of the Virginia House of Delegates, he was captured by Colonel Banastre Tarleton's forces in Albermarie County in 1781, and was later released by order of Lord Cornwallis. He was Justice in 1777; Sheriff 1783-1784
